Canada’s New Wireless Regulation: RSS-247 Version 4 Is Officially Here!

Implementation and Transition Dates

1.Implementation Date: The standard came into effect immediately upon publication on the website of Innovation, Science and Economic Development Canada (ISED), starting July 24, 2025.
2.Transition Period: A 6-month transition period begins from the publication date, ending on January 23, 2026. During this period, certification applications based on either Version 3 or Version 4 of RSS-247 will be accepted.After the transition period, only applications based on RSS-247 Version 4 will be accepted for equipment certification.

 

Major Updates

1.The restriction on device operation within the 5600 MHz to 5650 MHz frequency range has been removed.
2.Section 6.4 regarding hybrid devices has been revised, introducing requirements to distinguish hybrid devices from mere combinations of Frequency Hopping Systems (FHS) and Digital Transmission Systems (DTS).
3.The calculation for directional antennas/antenna arrays has been removed, as directional gain calculations are already covered in the normative reference ANSI C63.10, and measurement procedures are addressed in FCC KDBs.
4.Clarifications have been added regarding unlicensed License-Exempt Local Area Networks (LE-LAN) operating within vehicles in the 5150-5250 MHz and 5250-5350 MHz frequency bands.
5.Subsection b of Section 7.3.1.3 on unwanted emissions for transmitters operating in the 5150-5250 MHz band has been revised to clarify requirements.
6.A reporting requirement has been added in Section 7.1 for devices implementing Transmitter Power Control (TPC).
7.Transmitter Power Control requirements in Sections 7.3.1.2 and 7.3.2.2 have been updated.
8.Section 7.3.2.1 has been revised to introduce indoor labeling requirements related to unwanted emissions.
9.Section 7.3.2.3 has been amended to clearly distinguish different unwanted emission limits for transmitters operating in the 5250-5350 MHz band.
10.Definitions originally in Section 7.3.5 have been moved to the definitions section.

Editorial Changes

1.The frequency range has been added to the document title.
2.Definitions in Section 3 have been updated to include additional terms, clarify existing ones, and incorporate definitions relocated from other parts of the document.
3.Section 6 has been revised to group requirements for Frequency Hopping Systems by frequency band.
4.Section 6 has been modified to consolidate requirements for Digital Transmission Systems.
5.Section 7.3.6.3 on Dynamic Frequency Selection (DFS) has been amended to clarify requirements applicable to client devices without radar detection capability.
6.Other editorial modifications have been made, including reorganization of multiple sections and clarifications where appropriate, to enhance overall document readability.

 

Impact on Equipment Already Certified Under the Previous Standard
        After the transition period ends, all devices manufactured, imported, distributed, leased, offered for sale, or sold in Canada must comply with the requirements of RSS-247, Issue 4. Equipment that was certified under Issue 3 during the transition period may continue to be manufactured, imported, and handled in accordance with the relevant regulations until the transition period concludes. However, after the transition period, compliance with the Issue 4 standard is mandatory.
