To strengthen the compulsory certification management of portable power banks, lithium-ion batteries, and battery packs, the Certification and Accreditation Administration of the People’s Republic of China (CNCA) has formulated the Implementation Rules for Compulsory Product Certification – Portable Power Banks, Lithium-ion Batteries and Battery Packs (Trial) (CNCA-C09-02:2025) (hereinafter referred to as the New Rules).
01 The New Rules take effect from August 15, 2025.
《The Implementation Rules for Compulsory Product Certification – Electronic Products and Safety Accessories 》(CNCA-C09-01:2023) will no longer apply to portable power banks, lithium-ion batteries, and battery packs.
02 Valid CCC certificates issued prior to this date remain usable. Conversion to the new certification will be completed during the natural transition process through certificate renewal upon expiry, product modifications, or standards updates.
Summary of the New Rules:
1.Certification Basis Standards:
- Portable Power Banks: GB 4943.1; GB 31241
- Lithium-ion Batteries and Battery Packs: GB 31241
2.Certification Mode: Type Testing + Initial Factory Inspection + Post-Certification Surveillance
The “Post-Certification Surveillance” mentioned above refers to a combination of follow-up inspections and sampling/testing at the production site.
3.Type Testing Sample Requirements:
Samples for Type Testing shall be randomly selected by the certification body or laboratory from the finished goods warehouse at the production site or from the end of the production line.The manufacturer shall ensure that the production site has a sufficient quantity of samples exceeding the number required by the Type Testing plan.Personnel conducting the sampling must be from the certification body or laboratory.
4.Maintenance of Certification Certificate:
The validity period of the CCC certificate for products covered under these rules is 5 years.During the validity period, the certificate’s validity is maintained through the certification body’s Post-Certification Surveillance.If the certificate is due to expire and needs to be renewed, the certification client must submit a certification application within 90 days prior to the certificate expiry date.If the results of the last Post-Certification Surveillance during the certificate validity period are satisfactory, the certification body shall directly issue a new certificate upon receiving the renewal application.
5.Certification Marking:
The certification client shall affix the standard-size CCC mark, or a self-printed/molded CCC mark, to an appropriate location on the product body or on the product nameplate.The management and use of the CCC mark must comply with the Compulsory Product Certification Administration Regulations and relevant CNCA requirements.
Note: For lithium-ion batteries where marking is restricted due to size/process limitations, a modified “CCC” mark (the English abbreviation for “China Compulsory Certification”) is permitted. The font size shall be adapted to the battery’s dimensions.
