Global Market Access Information in March

 United Arab Emirates

Ministry of Industry and Advance Technology, or MOIAT, (which formerly was Emirates Authority for Standardization & Metrology, or ESMA) has clarified and unified the certification rules for all ECAS certificates.

From 2023, all license-issuing bodies will have to comply with the rules.

The new label of UAE, TDRA has been implemented according to the new type approval system V3.0.
The specific reference is as follows:

①All products that receive certificates from 1 January 2023 will have to use the new label;
②For products issued on or before December 2022, the old label or the new label is optional;
③For products already on the market and already approved, the retention of the old label is temporarily allowed;
④After the product certificate is updated, both old and new labels are acceptable.

 

Taiwan NCC

According to NCC 81st Conformance Resolution Proposal No. 11112502, the requirements for antenna information for NCC certification have been updated (please refer to the FCC requirements) and the RCB requires a more complete antenna specification or antenna test report for NCC certification of low power RF equipment (including modules) from 1 March 2023, including series cases.

The main updates are as follows: Low power RF devices (including modules) should submit antenna specifications or antenna test reports according to the standard: FCC KDB 353028 and FCC TCB WorkShop_Part 15 Antenna Update dated October 26, 2022. The antenna specification or antenna test report should include the type of antenna, manufacturer’s name/address, make, model, operating band and Gain value, 2D or 3D drawings, and photos or drawings of the antenna.

Saudi Arabia

On 5 January 2023, Saudi Arabia notified the WTO of a draft technical regulation setting out energy consumption requirements relating to standby and off modes for certain specified electrical and electronic equipment. The draft is expected to be adopted on 6 April 2023, with a proposed entry into force date of 1 July 2024.

 

Eurasian Economic Union

On 20 December 2022, the Eurasian Economic Commission adopted Decision No. 200 amending Decision No. 41 on the procedure for registration, suspension, renewal and termination of declarations of conformity of products with the technical regulations of the Eurasian Economic Union, which includes the extension of the list of documents and information to be attached to the declaration of conformity, the need to indicate the storage conditions and duration of the product and its service life (shelf life) when applying for a declaration of registration, etc. Decision No. 200 will enter into force on 22 January 2022.

On 20 December 2022, the Eurasian Economic Commission issued the approval of amendments to the Decision of the Customs Union Commission No. 319 of 18 June 2010. The amendments contained in this decision concern certificates and declarations of conformity for products included in the uniform list of products subject to mandatory conformity assessment. It provides for the application for a certificate of conformity and a declaration of conformity to indicate the storage conditions and duration of the product and its useful life (shelf life), as well as for a QR code to be introduced into the format of the certificate and declaration. This decision will come into force on 22 January 2023.

On 23 December 2022, the Eurasian Economic Commission issued Resolution No. 198 on the harmonised form of conformity certificates and declarations of conformity, which includes the fact that if a certificate or declaration is replaced, an appropriate entry must be made in the electronic record and the registration number and date of registration of the certificate or declaration must be mentioned; the validity period of the originally issued conformity assessment document will not be suspended during the renewal of the certificate; the QR code will be introduced into in the format of certificates and declarations, etc. Resolution No. 198 comes into force from 22 January 2023.
