On 27/06/2025, the Official Journal of the European Union (OJ) published Amendment (EU) 2025/718 to Regulation (EU) 2019/1021 on POPs, amending the requirements related to PFOS, which will enter into force on 17/07/2025, unless otherwise stated.
Perfluorooctane sulfonic acid (PFOS), its salts and PFOS-related compounds
C8F17SO2X (X = OH, metal salts (O-M+), halides, amides, and other related compounds including polymers);
1. For the purposes of this entry, point (b) of Article 4(1) applies to PFOS and its salts in substances, mixtures or articles of ≤ 0.025 mg/kg (0.0000025% w/w). (Effective from 3 December 2025)
2. For the purposes of this entry, point (b) of Article 4(1) applies to all substances, mixtures or articles in which the sum of the concentrations of PFOS-related compounds is ≤ 1 mg/kg (0.0001% by weight). (Effective from 3 December 2025)
3. Articles containing PFOS that have been put into use in the EU before 25 August 2010 are allowed to continue to be used. Article 4 (2), paragraphs 3 and 4 apply to such articles.
II. Common uses
PFOS belongs to a group of substances in PFAS that are persistent, highly toxic and bioaccumulative in the environment. It is waterproof, oilproof and antifouling, and is widely used in inks, cleaning agents, textiles, leather and other products. It can also be used as a fire-foaming agent, foam inhibitor, protective material for electronic products and electronic components.
