How much do you know new standard for energy storage batteries IEC 62619:2022?

IEC 62619:2022 Secondary Batteries Containing Alkaline or Other Non-Acid Electrolytes – Safety Requirements for Secondary Lithium Batteries for Industrial Applications” was officially released on May 24, 2022. It is a safety standard for batteries used in industrial equipment in the IEC standard system and is a voluntary certification. This standard applies not only to China, but also to Europe, Australia, Japan and other countries.

For changes to the new version, customers need to pay special attention to the following points, which need to be considered in the early design and development process:
(1)New requirements for moving parts
Moving parts that have potential to cause human injuries shall be applied using an appropriate design and necessary measures to reduce the risk of injuries, including those injuries that may be incurred during installation, while cells or battery systems are being incorporated into equipment.
(2)New requirements for hazardous live parts
Hazardous live parts of the battery system shall be protected to avoid the risk of electric shocks, including during installation.
(3)New requirements for battery pack system design
The voltage control function of the battery system design shall ensure that the voltage of each cell or cell block shall not exceed the upper limit charging voltage specified by the manufacturer of the cells, except in the case where the end-devices provide the voltage control function. In such a case, the end-devices are considered as part of the battery system. Refer to Note 2 and Note 3 in 3.1 2.
(4)New requirements for system lock function
When one or more cells in the battery pack system deviate from the operating area during operation, the battery pack system shall have a non-resettable function to stop operation. This feature does not allow user reset or automatic reset.
The function of the battery system can be reset after checking that the status of the battery system is in accordance with the battery system manufacturer’s manual.
Depending on its application, the battery pack system may allow it to be discharged once eventually, for example to provide emergency functions. In this case, the cell limits (eg lower discharge voltage limit or upper temperature limit) may be allowed to deviate once within the range that the cell does not cause a dangerous reaction. Therefore, cell manufacturers should provide a second set of limits that allow cells in a battery pack system to accept a single discharge without a dangerous reaction. After the last discharge, the cells must not be recharged.
(5)New requirements for EMC
The battery system shall fulfil EMC requirements of the end-device application such as stationary, traction, railway, etc. or the specific requirements agreed between the end-device manufacturer and the battery system manufacturer. The EMC test may be conducted on the end-device, if feasible.
