On July 4, 2023, ISED issued Notice No. 2023. SMSE-006-23 – Decision of the Certification and Engineering Directorate on Service Fees for Telecommunications and Radio Equipment, which sets out Innovation, Science and Economic Development Canada’s decision to revise the framework of fees associated with the certification of radio equipment and the registration of telecommunications equipment.

The decision is the result of consultations that ISED undertook in the notice.SMSE-022-22.

The decision brings in a new equipment registration fee that replaces the listing fee and affects all applications for certification submitted to certification authorities from September 1, 2023 onwards. Equipment registration fees are divided into wireless, wired and wireless/wired (DUAL) equipment. New equipment registration fees are detailed in TRC-49 for replacing the “Listing Fees” for radio equipment that is being abolished and the “Registration Fees” for terminal equipment.

When a new wireless or wired device is certified by a Certification Body (CB), an application must be submitted for review and approval by ISED and the device must be documented in terms of relative value for wireless devices or tarred for wired devices. There is a $750 device registration fee for reviewing, approving and documenting a new single/home wireless device and/or a new single/home wired device in REL.The registration fee also includes the development and maintenance of the ISED Wireless and Terminal Attachment Compliance Programme.

For licence change/multiple listing/transfer certifications or registrations of wireless or wired equipment certified by a Certification Body (CB), the application is also subject to review and approval by ISED and the equipment must be documented in the REL.There is an equipment registration fee of $375 for reviewing, approving and documenting wireless equipment in the REL and/or telecommunication equipment in the TAR.
