March 2, 2023 – New York City Council passed a new ordinance in the United States aimed at tackling the safety risks caused by the electrification of traffic equipment.The regulations were introduced in response to changes in urban transport patterns, as more and more people are adopting lightweight mobility devices to reduce carbon emissions and reduce traffic congestion.
Under the laws and regulations, light mobile devices such as electric bicycles, electric scooters and their batteries must pass UL certification, and the light mobile devices and their batteries need to comply with the applicable product certification standards. Specific certification criteria are listed below:
UL284—Standards for electrical systems of Electric Bicycles
UL2272 —Standards for electrical systems of Personal Electric Mobile Equipment
UL2271 —Standards for batteries for Light Electric Vehicles (LEVs)
The above regulations will come into effect on August 29, 2023. This means that it is illegal to wholesale, sell, or lease unproved light mobile equipment or batteries in New York.

Counterbalance vehicle, scooters, electric bicycle.
